Korean Age: Why You Are 2 Years Older
You are often one or two years older in Korean age than in the birthday-based number most countries use. You are not always two years older. Legal age in Korea has been that international number — international age, 만 나이 on Korean forms — since 28 June 2023. The social count still shows up in conversation, and a few statutes still use a third clock.
If you need a number for a form, a bar, or a school letter, do not guess from a slogan. Run your birth date. Then read which clock that office actually uses. This page is a reading of the statutes and the 2023 government FAQ, not legal advice for your file.

1. 🎂 How Korean age is counted
Korea did not use one private math. It used three. The traditional count is what foreigners mean. The legal count is what a contract uses. The year count is what a clerk can apply to a whole birth year at once.
1-1. 🧮 Counting age starts at 1, then 1 January
Traditional counting age (세는 나이 on a family table) treats a newborn as already one. Every resident then adds one year on 1 January, together. A child born on 31 December is two the next morning. That clock is why a winter baby can look “two” after a handful of days.
The formula is current year minus birth year, plus one. Birthday never enters it. On 30 August 2026 a person born in 1994 is 33 by that formula, full stop. Older relatives still often mean this number when they say Korean age in talk. The 2023 amendment did not ban that at a family table. The trap is putting the party number on a lease.
1-2. 🌍 International age and year-age are not the same leftover
International age is the birthday clock. You are zero on the day you are born. You add one on each later birthday. Before this year’s birthday the number is current year minus birth year minus one. From the birthday onward it is current year minus birth year. The official FAQ prints that split in those words.
Year-age (연 나이 on a statute) is current year minus birth year, with no birthday test. On 30 August 2026 everyone born in 2007 is 19 by year-age, including December babies. A convenience store can treat a whole cohort as eligible on 1 January. That shortcut is not the tourist slogan. It is a statute tool.

Headline math loves a round number. The round number is a lie of convenience. Counting age versus international age is a gap of one or two, not a permanent two. Year-age versus international age can be zero after the birthday. That is the “0, 1, or 2” the slogan buries.
2-1. ⚠️ The birthday split, not a tourist tax
After your birthday this year, counting age sits one year above international age. Before your birthday, it sits two years above. Newborns start one year apart, not two. The two-year spread appears on 1 January for anyone who has not had a birthday yet. That is the winter-baby story.
Year-age and international age match after the birthday. Before it, year-age is one year higher. If someone says they are two years older in July, ask which clock and whether the birthday already passed. Half the arguments are two people holding two clocks.
2-2. 📅 A 1994 birth on 30 August 2026
Take 15 March 1994. Today is 30 August 2026, so the 2026 birthday has passed. International age is 32. Year-age is 32. Counting age is 33. The tourist slogan said 34. It froze the January gap and never thawed it on the birthday.
Now take 15 November 1994. The 2026 birthday has not arrived. International age is 31. Year-age is 32. Counting age is 33. Here the gap to international age is two. Same birth year, two international ages, because August sits between those birthdays. One exported Korean age cannot carry both.
If the birth was recorded on a lunar date, convert it before you argue with a clerk. The lunar–solar converter on this site is for that date problem, not for the age formula.
Custom and statute live on the same street. A family rite can still use counting years. A contract cannot. That split is the 2023 story.
3. ⚖️ The 2023 law that made international age the default
Korea did not “switch to Western age” as a vibe. It amended two basic statutes and told every other statute to follow unless it wrote a special rule. Civil law already counted with the birthday in the background. The 2023 change made that rule impossible to miss on a form that just said “세” (years).
3-1. 📜 International-age unification law: name, Gazette, start date
The popular name is the International Age Unification Act (만 나이 통일법). The legal objects are the partial amendment of the Civil Act (Act No. 19098) and the partial amendment of the Framework Act on Administrative Regulations. They were promulgated on 27 December 2022. They took effect on 28 June 2023 — six months after promulgation.
Civil Act Article 158, in the KLRI English text, is titled “Calculation and Showing of Age.” Age is calculated from the date of birth, incremented by one year on the birthday, and shown in years. Under one year, months are allowed.
The Framework Act added a matching administrative rule: unless another Act writes a special method, administrative age is international age too. After 28 June 2023, a public document that prints “60세” without the syllable 만 still means international 60, as the Korea.kr FAQ of 23 June 2023 states.
3-2. 🚫 Pensions and IDs did not get younger
The same FAQ is blunt. National pension start ages, basic pension, and public-servant retirement ages did not move. They were already written in international age. Resident cards and driving licences stayed valid. The reform was a clarity rule, not a two-year gift on every benefit.
Civil majority stays 19 international years under Civil Act Article 4. Voting and ordinary driving already used international age 18. Those floors were not rewritten. A headline that said “everyone became two years younger” described Korean age talk, not the pension file.

Seoul in 2026 still runs two conversations at once. The skyline files ages the international way. A family chat may not. The law has been in force for more than three years. The mix is the story.
4. 🗓️ What still ignores your birthday in 2026
The unification law did not rewrite every special Act. The 2023 list of holdouts was school entry, alcohol and tobacco, military service, and some exam windows. Those stayed year-age or cohort rules. This draft did not find a 2024–2026 statute that flipped those three to birthday math. Confirm the office in front of you.
4-1. 🍺 Alcohol and tobacco: year-age 19 from 1 January
The Youth Protection Act still defines a “youth” as a person under 19, except a person who has already met 1 January of the year they turn 19. That exception is year-age. Birthday inside the year does not matter. Alcohol and tobacco keep that rule so a whole class becomes eligible on the same New Year’s Day.
On 30 August 2026 that means birth year 2007 or earlier can buy. Birth year 2008 or later cannot, even if a June 2008 birthday already happened. Year-age 19 in 2026 is 2026 − 2007. Do not argue international 19 if the statute is the youth Act. General rule is year-age 19 from 1 January of that year; confirm with the seller and the Act if the sale is refused.
The till does not care about counting years. It cares about the birth year on the ID. A June 2008 birthday still fails in August 2026. A December 2007 birthday already passed the gate on 1 January.
4-2. 🪖 Military exams and 1 March school
The Ministry of National Defense and the Military Manpower Administration said on 28 June 2023 that conscription ages stay as written. “From age N” means 1 January of the year you become N by year-age. “Until age N” means 31 December of that year. In 2026 the year-age 19 exam cohort is the 2007 birth year. A 1 January 2007 birthday and a 31 December 2007 birthday are not split.
School is a cohort too, but the trigger is international age 6, then the next 1 March. Elementary and Secondary Education Act Article 13 still says a child enters elementary school on 1 March of the year after the year they turned six (international age). Children who turned international age 6 in 2025 — the 2019 birth year — enter on 1 March 2026, unless a parent used the early or delayed options in paragraph 2.

5. ✍️ Contracts, clinics, and dinner talk
The 2023 rule landed on paper faster than it landed in speech. That is how honorifics work. You still need the paper number when money or a prescription is involved.
5-1. 📄 Majority at international 19, not counting 19
Full civil capacity arrives at 19 international years. A minor generally needs a legal representative for juristic acts. Signing a housing contract “because I am 21 in Korean counting” is the wrong clock. General rule is international age 19 for capacity; confirm with the counterparty or a licensed adviser for the document in your hand.
Clinics and insurers already lived in international age for dosing and coverage ages. The unification law did not invent medical age. If a hospital still asks for counting age, that is a local habit, not the Civil Act. Ask them to print the international number. Bring the passport date, not the party number.
5-2. 🗣️ Say the international number unless they ask otherwise
Younger coworkers will often answer in international age now. An uncle may still answer in counting age. Neither person is “wrong” as small talk. Only one number belongs on a visa, a gym waiver, or a school form. Lead with international age. If they look blank, add “만.”
Why write this in August 2026, three years after the start date? The mix is still live. Counting age did not die. Year-age still gates beer and barracks. The leftover risk is using one number for all three jobs.

6-1. ❓ Is Korean age always two years older?
No. Counting age is one year above international age after your birthday and two years above before it. Year-age can match international age after the birthday. The always-two line is the January snapshot, frozen.
6-2. ❓ When did legal age switch to international age?
The amendments were promulgated on 27 December 2022 and took effect on 28 June 2023. Civil Act Article 158 is the core. Civil counting with the birthday already existed. 2023 made “세” mean international age unless a special rule says otherwise.
6-3. ❓ Can I buy beer in Korea at international age 18?
Not under the Youth Protection Act rule the government kept. Eligibility is year-age 19, from 1 January of that year. In 2026 that is birth year 2007 or earlier. A June 2008 birthday does not unlock a till in 2026. General rule is that Act; confirm if a venue cites a different policy, but the statute is the floor.
6-4. ❓ Does military service use Korean age?
It uses year-age, not counting age and not rolling international age. “From N” is 1 January of the year you become N by year-age. The 28 June 2023 defense release said the 2023 reform did not change that. In 2026 the exam cohort at year-age 19 is birth year 2007. Confirm your notice with the Military Manpower Administration.
6-5. ❓ Which number goes on a contract?
International age, unless that contract sits under a special Act that still uses year-age. After 28 June 2023, “세” without the syllable 만 still means international age on ordinary civil and administrative paper. Capacity to sign alone is international age 19. Have the other party, or counsel, confirm the document in front of you.
6-6. ❓ Should I still say Korean age at a dinner?
Only if the table is clearly using counting age. The state’s line is to answer in international age. Honorifics will lag. Leading with international age, and adding “만” if faces freeze, matches the 2023 instruction.
Korean age as counting age is +1 or +2, decided by whether this year’s birthday has passed. Legal default is international age since 28 June 2023. Year-age still gates alcohol, tobacco, and conscription. School still enters on the 1 March after international age 6. Run your dates. Then match the Act.
